SANTA CLARA COUNTY, Calif.: Santa Clara County Executive James R. Williams has appointed Ameen Moslehi as Chief Information Officer (CIO) to lead the nearly 1,000-strong Technology Services and Solutions (TSS) workforce that keeps County operations running in order to serve 2 million residents as well as those who work in and visit Santa Clara County.

Moslehi has served as acting CIO since the departure of his predecessor in October 2024, providing executive leadership and strategic oversight for the technology operations that support the County’s key functions, including healthcare, public safety, justice, finance, social services, and general government responsibilities.

In that role, he led the TSS team in collaboration with other County departments to rapidly assimilate Regional Medical Center into the Santa Clara Valley Healthcare network after its purchase last year, migrating more than 50 software systems, deploying 1,549 devices, and getting an electronic health records system up and running. It was a process that typically takes more than nine months, accomplished in 80 days.

“To say Ameen has a proven track record is an understatement,” said County Executive James R. Williams. “In the short time he has been Acting CIO, he has shown innovation and optimization in our day-to-day processes that have saved the County money without compromising service quality. He has also taken on new and daunting challenges, like the Regional Medical Center transition, that have been vital to the County’s commitment to the community.”

The leadership role involves partnering with the County Executive and Board of Supervisors to align technological innovation and investments with the County’s priorities and ensure reliable, secure, and efficient delivery of technology services to clients.

“Ameen reflects the values held by his department and the County organization: integrity, accountability, compassion, and inclusivity,” said Deputy County Executive David Campos. “And he brings a highly specialized technical lens to the table – he has the ability to see things that can be improved, or savings that can be achieved, and find a way to do it while maintaining top quality service for our clients.”

Moslehi’s other accomplishments include completing various projects across the organization, such as a new computer aided dispatch system for County 911-Communications, an inmate tracking system for the Sheriff’s Office, and an improved case management system for the Office of the Medical Examiner. He also led TSS in modernizing the County’s online infrastructure and migration to cloud-based platforms and guided the department through an $8 million budget reduction in the past fiscal year, doing so while preserving operational stability and critical services.

Moslehi is a champion of transparency in the workplace and has positioned TSS as a key collaborating agency within the County for other departments to partner with on various projects and needs.

Since joining the County in 2006, Moslehi has served in an array of positions, from technical support to application analysis to senior IT management and director positions. Moslehi earned a master’s degree in public administration from National University and a bachelor’s degree in management information systems from San José State University.

“I look forward to continuing my work leading the technology team for Santa Clara County,” Moslehi said. “Technology is foundational to delivering reliable, equitable services to our community. TSS has an incredibly talented and committed workforce, and together we will build on that strength, modernizing our systems, strengthening our partnerships, and ensuring we are prepared for the challenges and opportunities ahead.”
